You have to write your essay based on the six elements of a decision type, based on state- and-prove order or Prove-and-State model (for which I attached the templates) such as:
1. recommended decision(position statement)
2. decision options
3. decision criteria
4. proof of recommended option
5. critique of options
6. action plan
